Who would win between Prime Sugar Ray Leonard or Prime Roy Jones at middleweight or at a catchweight just above 154?

Prime Leonard didn't exist at MW
    And neither did Prime Jones

Roy Jones Jr is much faster, stronger, and bigger than Leonard. Don't say but Ray beat Marvin Hagler. Hagler was a good fighter but much slower than Roy Jones Jr. Roy would of been too much for Ray and stopped him now matter what Leonard did.

Leonard had a better chin than Roy and was as fast at 147 as Roy was at 160, he did look slower in his prime at 154 though which could hurt him at middle v Roy, however Roy also never met a middle as quick as Ray, the only fighters as quick as Ray that fought Roy were Calzaghe, Griffin and Paz at higher weights, both Griffin and Calzaghe really bothered Roy with their hand speed, if Roy came out blasting like he did in the Griffin match he`d be in big danger and Ray had a better chin than Griffin also.

I remember a few years back, Jones was asked how he thought he'd get on against Ray Robinson at Middleweight. He thought carefully before answering that while he acknowledged that he couldn't match Robinson's legacy and that, pound for pound, Robinson was the better and greater all-round fighter, he nevertheless knew that that Middleweight wasn't Ray's best weight and was confident that he would simply have been too big and powerful at 160 for him and would have won a decision, given that Jones ended up being an almost peerless virtuoso up at 175, too.

I agreed completely with Jones then, and I think you can apply this more or less word-for-word to a fight against Leonard at 160, too. Leonard was a truly majestic Welterweight, and a damn fine Light-Middleweight as well. But at Middleweight we don't really have all that much to gauge him on - and what we do have isn't as impressive as what he produced at 147 or 154. Jones doesn't have that many fights at a high level as a 160 pounder, but in title fights there he outscored an (admittedly not quite prime) all-time great Middleweight champion who wouldn't lose for another twelve years in Hopkins, and wiped out a guy who'd just gone the distance with none other than Julian Jackson (and who was never stopped before or after) with a single shot in Tate. He showed he was a frankly frightening fighter at 160 who was good enough to dominate the 175 pounders for years as well.

They're similar levels in terms of skill and speed - but one is, by his own admission, a natural Super-Middleweight whereas the other looked at his best as a Welter. Too many things favour Jones here for him to be losing to Leonard.

Jones, to big, to strong, to fast and to unorthodox, Ray would hang in there, but I can’t see him winning

So then is there also a consensus that 160lb Roy beats '87 Hagler?

Depends on the circumstances. I truly believe that there was an agreement between Leonard and Hagler to make the fight look close so they could fight again. But Leonard reneged and Hagler couldn't lift the veil and foil their plan, so he just complained.
