This is basically any fighter where the risk / reward factor is bad.

So basically any fighter that is going to be a hard night out for little reward. At one point Golovkin was definitely in that category. I'd argue for Sanders as well, he brought peanuts for a good chance of getting KO'd.

That’s a nonsequitor. It’s who didn’t want to fight him.

Don't agree with Williams and Quarry. Especially not Quarry: he got his chances against the top guys, but just wasn't good enough.

Williams also had a chance to emerge as the top contender when he faced Liston, but he didn't take it. And he didn't really put together a run after that to put himself in line for a title shot. He got one anyway, but, in fairness, wasn't the same anymore due to the gunshot injury.

Winky Wright deserves a shout. Before Shane and Tito fought him no one wanted anything to do with Wright, especially after giving Fernando Vargas hell.

Yet even now I don’t see guys lining up to fight him.

    “He’s 100 years old.”

“So go ahead and fight him.”

“Are you kidding me? No way.”

Jake LaMotta was the super middleweight boogeyman of the welterweight division — if you were a 147-pounder in those days you had to fight Jake coming in at 164 or so (and probably gaining a few pounds after the weigh-in).

If I remember correctly, Celestino Caballero was swerved during his heyday. Not many people wanted to take on a 5'10"-ish 122-pounder with solid pop and a good motor. I suppose another junior-featherweight in Rigondeaux counts, as well. Santa Cruz and Frampton and others weren't keen on fighting him, especially after the Donaire match.
