I doubt the WBC even decidied on all the rules themselves, so they can change them at any point as suits them and their favorite boxers best. Sulaiman; Oh didn't you know? Franchise 160 champion Canelo can always challenge for the WBC 160 belt and when he does, the holder has to comply to all his wishes and demands or vacate the title, but the regular beltholder can't challenge the Franchise champion in return.
