    He’s won every single fight since Joshua, so of course he is still relevant.

    Top ten, let me see, Ruiz, Joshua, Fury and Wilder are certainly above him right now, so yes I guess could be top five. Would not be a couple of years ago, but no idea when Povetkin will be completely shot, he’s certainly declining right now.

    While I do think he's top 5, the only person I see him beating is Joshua
    Ruiz, Fury and Wilder all beat him

    Yes. He tested positive for the second time in his career for the Rivas fight and has not served a proper suspension. That wouldn't fly in the US, particularly for a second offense.

    Are you saying that you're in favor of second time offenders (for 70s/80s steroids, no less) being allowed to continue fighting and not serve suspensions? Should a bout where a fighter fails the drug test for a bad steroid be able to proceed and not be changed to an NC if it does happen?
