Nah man...he just CANNOT lose it in a healthy manner. He is in no mans land....not strong enough at 175lbs and too big for 168lbs.
He's actually in great shape. He just has no business attempting to fight at 168 and he's unable to be competitive with anyone worth televising at 175.

Am I crazy or does Chavez at 172lb actually look very lean, almost gaunt, yet he looked enormous at 160? He was always kinda fleshy even when making 160, he almost looks in better shape now. Really lends credence to the idea that he must have been using diuretics to lose colossal amounts of weight at 160.
