Norton. decision bout all the way. superior conditioning of Kenny will be a big factor the second half of the fight. Norton's jab will be more effective. And Tim is not going to like the body shots from this guy. I think he goes into survival mode and does not try to win other than his looping right hand from time to time.
Quarry beat an up and coming Lyle 2 years prior and stopped Shavers in one 14 months prior. For sure he was way past his best but he still had a little bit and could hit. Being able to hit doesn't automatically guarantee a win over Ken tho. Norton said himself he was a different fighter from one Garcia bout to the other. He wasn't "a little green". Also Garcia being ale to land on the latter Norton doesn't mean he would have stopped him again under any shape or form. Being far better conditioned can make a difference, being more experienced and skilled will mean you see punches and anticipate them better leading to being hit less by punches you can't mentally prepare for etc etc etc. After the first two Ali bouts Norton was consistently heavier than his earleir days as well, usually 10+ pounds. It can all make a little difference.
Very plausible. When Holmes put the heat back on him Witherspoon wilted. He also struggled to make headway with Thomas as everytime he landed something substantial Thomas came back hard. Witherspoon ended up lost for idea's bar that odd wild overhand right.

Quarry most likely suffering from head injuries at that point and was in very physically poor shape with plenty of fat on him so I would leave him out of the equation
