Who are some past and present greats that made their career and legacy solely on great skill and intelligence? Not guys with great physical attributes and skill and intelligence. Guys who were average at best athletically.

What do you mean? The guy's straight up and down. No special effects. He has deft, but not dazzling footwork a la Pac/Lomachenko. He also doesn't impose physical strength and the first time he ever clinched, for all of one second, was when Donaire detonated a nuclear warhead right on his chin.

But he's fast as he'll, fluid, incredibly coordinated and balanced. It is apparent he is an athlete.

While not quite on the mark, I feel Marquez comes close. He had solid pop but most of his power came from his crisp and precise combinations.
And his speed alone wasnt inpressive(for an ATG at least), it was again his skills and fluid combos.
He hit the deck plenty of times and I can't recall many praising his athletic ability.

Another one would be Hopkins. He faced many men who were faster and hit harder.

Anyone who says Willie Pep and Nicolino Locche were great athletes deserve to get slapped.

Risking a absolute shelacking here but I think pernell whitaker

He never appeared as lightning quick.. Fast but not crazy fast ... He did have ATG head and body movement but what always stood out for me was his jab and straight.... Maybe the best 1-2 I've ever seen.. His boxing skills were magnificent... Not alot of power... Suppose its up for debate whether his speed was ATG

Ezzard Charles had a bag of athletic talent though? KO power and a granite chin to boot.

Joe Brown. A spotty fighter, but when he won the title 'Old Bones' really rose to the occasion and held onto it, though not without controversy. A skilled, great fighter. Very clever, and uses a particular counter that Inoue now also uses (Right upper counter + left hook follow up).
