Course he didn't. The 2 most telling punches of the fight were landed by Pac. Rest of the rounds were close. Floyd won 2-3 rounds clearly towards the end of the fight. The other rounds, if it weren't in Vegas, lets say it was in Manila, could have as easily been scored for Pac. Landing an extra jab in the round is not "dominating", nor is running and holding. People like to go with a narrative and run with it. It's the same with people thinking Pac beat Thurman wide, he didn't. Or that he beat Bradley, Horn wide, he didn't really, they were close fights. Just like to keep perspective here, but people would rather run with the narrative.
