Ronnie, 99.99% of all heavyweights never get a title shot. The point is to discuss people who were relevent who never got a shot. Not just name people who got a boxing license and were heavyweights. Rahman Ali? Joe Alexander? Joey Dawejko spars with people. Joey Dawejko supposedly knocked out Anthony Joshua in sparring before the Ruiz fight. But nobody brought him up ... because he isn't relevent. See how that works? Neither are Rahman Ali, Scrap Iron Johnson, Billy Joiner, Terry Krueger, Jack O'Halloran, etc.
Sam Langford and Harry Wills is the correct answer. Both spent 5-7 years being in line for a title shot that never arrived. Sam Langford from the Klondike fight right up until he was blinded by Fred Fulton was the outstanding contender. Everyone he faced during this period he beat, almost exclusively by knockout. 1909-1917. Almost the whole time he was the number 1 contender. Harry Wills from 1918 to 1926 only lost once by DQ. He had knocked out the afore mentioned Sam Langford, and spent the next 8 years beating everyone in the division. There almost a 20 year period when these two were one of the best HW fighters in the world, yet they didn't get a single title shot. Disgraceful.
