Because you didn't know what you were doing. Take diuretics, cut water intake for 24 hours, cut carbs, go in a steam room for a few hours and you can cut 10-15lbs with only breaking a bit of a sweat

I have seen a lot of attacks on Rocky Marciano over the years, but I have never seen him described as pudgy before! He is not 180lbs, he is 185. You are not asking him to drop 10lbs of water weight, you are asking him to drop 17lbs, on top of the training camp that he is already doing. If your argument is that he would do that, then apply that logic to every other fighter through history.
What were his chest neck and thigh measurements? Height and reach comparisons tell you next to nothing, because by that logic they are as big as Mike Tyson.
Yes he was quite soft, he wasn’t particularly lean pudgy is overstating, less dedicated men then Rocky have cut more, he would be cutting 10lbs of fat (SO easy in his off time these days it’s a matter of diet which he wasn’t savy on ballooning up to 200lbs + at times) so it’s still 10lbs if water nothing to cry about but he was smaller then Canelo in the Kova fight Canelo is bigger in every area other then height and I think reach? Steroids duh but it doesn’t take away from my point Canelo was leaner and shorter and still made weight with modern methods as a small LHW or big SMW. So what’s your argument? He can’t cut 10lbs water or he’s 4% body fat and can’t afford to cut another slither of fat? Realistically you are asking him to cut 17 lbs of water weight, which while physically possible, is probably not desirable. OK, then take that argument to it's logical conclusion. Joe Frazier becomes a light heavyweight, Ali likely starts out his professional career as a light heavyweight, Tyson never moves beyond cruiser weight, and so forth.
He'd only have to weigh 168lbs for the 10 seconds he was standing on the scales, then he'd have 36 hours to rehydrate. By fight night he'd be back to 185lbs.
All those are possibilities, but it's unlikely that all would happen exactly like that. I think it's especially unlikely for Joe to make a career at LHW, since he was 30 lbs above the limit in his prime. He probably could do it, just like Rocky could do 160 lbs, but I think it unlikely that either would he find that sacrifice worthwhile for a longer period of time. I don't know why you keep comparing Rocky dropping 17 lbs with Frazier dropping 30 lbs. Frazier probably worked every bit as hard to get down to 205 lbs as Rocky did to get down to 185, so I don't see why it would be that much easier for him to go down further from there.
