Valuev was a Heavyweight as a pro, as there has yet to be a Super Heavyweight division.

And I do not think it will happen. What might happen is a new division is created for 200 to 220lb men. But that would be a (new) Junior Heavyweight division. Heavyweight would still be an open division.

    No, it'd just be silly.

Heavyweight is the open weight class, other divisions have been put beneath it, to start having a weight limit for heavyweight would just make a mess of the lineage.

Suddenly Primo Carnera is in the 230Ib lineage

Who decides such things? If they wanted to, could the WBA create a SuperHW division and title?

Not a case of who, but what. If the money is right any of the alphabet organisations or magazines would create a new division.

Buster Mathis won somebody's Super Heavyweight title in 1972, stopping Humphrey McBride. Mathis lost to Ron Lyle 24 days later and never fought again.
