Probably because arum wanted TC to have an easy title and a rematch was never really on the plan. Horn's team wanted the rematch in australia but for some reason went to US for TC. If its about the money then why didnt arum offered the same amount for a rematch and in the US.
Arum wanted to put another easy belt on Crawford instead. That's why he wasn't as pissed about what happened to Pac. He saw it as an opportunity to put another nearly sure world title on one of his younger fighters. I would have loved seeing Pac whoop Horns ass in a different venue but there's zero point in it now. Most people knock Pac got robbed anyways and Horns following losses proved what a fraud he was.
