It's a really difficult question to answer - maybe the most difficult. I see Wladimir Klitschko's name up there, and he's a fine example. Everything he did was correct on the outside - on the inside, he was almost like a first year boxer if you don't know he'd worked so hard on it. Few meaningful punches. Loads of leaning and grappling. Fouling. It was ugly, unpleasant, technically awful boxing. So what is a technician? Just a summary of what he does minus the mistakes he makes?
