Rocky for his size had undeniable power, generated out of a low crouch that allowed him to put all his weight into shots. It helped that his fists were like wrecking balls, which allowed him to punch with full power round after round and still inflict massive bludgeoning damage. In absolute HW terms there are fighters that hit harder than him, but compare him to a LHW like Beterbiev for example and his power becomes much more respectable.
