You might be able to argue him into the top 100, but he's not one of the the guys I think of when naming top HW's
He was a pretty forgettable part of a lackluster era. He had some brilliant wins there considering he was a middleweight, but he shouldn't be ranked at heavyweight IMO. Top 25ish at middleweight, though.
For someone who wasn't a natural heavy, Toney did ok at the weight and might even have deserved the nod, or at least a draw, in the first Peter bout iirc, because it was close. With that and a win over old Holyfield, I suppose he could possibly be ranked deep down the list somewhere in the top 100 HW.

He's garbage. He wouldn't last two rounds with Wilder and Fury would outbox him easy. Toney's life would be in danger against Joshua, nutrition and training has advanced so much since the 80's and 90's when Toney was losing fights.
If the Ruiz fight and second Rahman fight were official wins, he'd probably be top 100. The Peter fight wasn't really a robbery, but that could've gone his way too.
