Nope, it has nothing to do with countering, it's just a hook where you pivot as you turn over the hook. It can even be an offensive weapon rather than a matador weapon. Cotto threw it as an offensive weapon sometimes and many southpaws do the same.

You don't pivot while you throw a "check" hook because that would keep the weight on your left foot. The weight transfers to the right foot, which allows you to slide your left foot over, and then to pivot on it. With practice it becomes a very fluid movement. But it takes time and attention to detail and patience and attention to detail are lacking in most boxers, trainers, and observers of boxing. So you end up with a bunch of guys spinning on their left foot and trying to throw an effective punch with no weight shift.

No. To throw a check hook, you throw an ordinary hook, but as you land the hook, what you with the rear foot is, instead of in an ordinary hook where you just pivot on the ball of the rear foot, in the check hook you actively turn the rear heel as you land the hook; this causes your rear foot to leave the ground a split second right after you land the hook, which not only causes you to pivot your body and move from the opponent at an angle, you also still get full power behind the hook because your rear foot leaves the ground only a split second right after you have landed the hook, so the hook still landed while both feet were on the ground and thus had full power.
