A historical figure needs to be considered in historical context, how did the leaders of other states rule their countries, what condition the state was in, internally and externally (threats and restrictions from other countries), what were the alternatives (without using hindsight). Most of this is omitted in American and European books, they are mostly accentuating bad things about him, an outright moster and tyrant. It's much more complex than that, and it's not like European or American politicians were much better or better at all, at the time.
