Povetkin has actually beat some good fighters, Ortiz hasn't. And no one is calling 41-year old Povetkin a bogey man either. He'd do really well to beat Whyte a second time.
AJ has 6-7 wins around or above Ortiz's level and 1 loss. That seems like a fair or slightly generous assessment of Ortiz's chances, around a 10-15% chance of an upset.
Ortiz is a myth, His best win is Bryant Jennings, sure it was a good KO, other than that what has he done? Outboxed Wilder for a few rounds? Others have outboxed Wilder or at least given him problems for rounds. Ortiz has made his name from ONE KO in 2015 and getting knocked out twice. He is an old man with an apparent heart condition. Ducked AJ, didn't want the fight, was offered a career high payday and went missing, he isn't what people say he is or want him to be.
