Tank Davis likes that, because it saves his mega-payday vs Ryan Garcia. Obviously most boxing fans wanted a real fight, because it is a 50/50 fight & we don't know who will win. Ryan Garcia and Pacman love the extra attention they get from the massive DKSAB crowd, so they also benefit...without taking the risk of catching an official L. They can pull off this type of BS because of their fanbase.
