I believe he did use PEDs in the later part of his career. I believe many elite level fighters have and do use them. But you can't prove it by pointing to the things you mentioned. Those things are circumstantial. They are not definitive proof.
You are likely correct. Also just having a secret hair transplant is a senseless argument, as many have pointed out. Likewise people saying absent any evidence that everybody cheats & uses PEDs is as irrational & unwarranted as assuming that nobody who has not been exposed or tested dirty has ever used! Then some will act arrogant & mocking when you refuse to except their extreme argument that *everybody* must use-without a shred of rational evidence. That is a personality problem. One is cynical & uses only the reasons why all *might well* cheat as a rationale to believe what they want to. The other is naive, might as well give all the reasons someone would not cheat & conclude all who did not are clean.
