I struggle to see how a tune up fight helps Fury. Let's say for argument sake he goes in February against a soft opponent. Charles Martin say, or somebody like that. How does that put him in a better position to fight Joshua? Somebody explain.

Notice how Eddie Hearn is trying to rush the fight to get an advantage. Eddie Hearn has been picking and choosing opponents for AJ since the day he turned pro. Notice how as soon as AJ is supposed to fight the #1 in the division it never happens AJs career has been carefully mapped out in Matchroom HQ since day one
Its about staying active and in shape. If you have some degree of ring rust its smart to face someone as a stay busy (someone whose unlikely to pose a big threat to you but also likely to last a few rounds) to get some rounds in to get that rust off before you face a mega fight. Fury wanted to face Kabayel or Takam in December but the wilder arbitration prevented him from doing so. A lot of fighters who have long layoffs and comeback say that their body isn't used to taking big shots in that span of inactivity Sugar Ray Leonard for example said after he came back from his first retirement the first big shot he took absolutely rocked him because his body wasn't used to taking any amount of punishment. Stay busy fights have been a thing in boxing for forever you can go back to Ali facing Wepner after the Foreman fight. Stay busy fights aren't necessary most of the time but Furys a guy who had problems staying in shape and motivated during long layoffs which is why he's complaining now about being unable to secure a stay busy fight before the AJ match. Another example of a stay busy fight is this weekend's Canelo fight, Canelos fighting Yildrim because he's contractually obliged too and also because he wants to stay busy and get a training camp in and a few rounds before he unifies with Billy Joe Saunders in May.
Im going to just put my two cents in. Although i know he wants a tune up fight like i predicted WEEKS ago before this stuff happened. Im starting to think more and more that Fury might genuinely be laying the groundwork for his inactivity and layoff excuses provided he looses. He's mentioned inactivity like 6 or 7 different times likely to set a narrative that he wasn't at his fullest going into the AJ fight. Either that or he might actually want to pull out, why you ask ? Well for starters he was positive that he could kick AJ's ass after the pulev fight and said he wanted the fight NEXT all over social media. But now that its being made he's been all negative about it and has been sounding like he wants a tune up and saying the AJ fight is probably not going to happen despite the fact that Arum wants it, Hearn wants it, Warren wants it and AJ wants it. Where did all that energy go ? I find it very strange that Fury went all the way to America to watch Wilder fight Szpilka and challenge him but when Eddie Hearn begged Fury to show up to the Aj vs Pulev fight and spice it up a little, Fury didn't want to go. Maybe im wrong and Fury does want it, but from what i can see, it doesn't seem like it, or at least he isn't confident going into the fight with 16 months inactivity. No bias. 100% Objectivity and speculation.
Fury and his management have never been pushed into any fights. Ever. If they aren't happy this fight won't happen. Eddie is a solid promoter and pretty much always gets what he wants but will have to bend the knee with Fury negotiations. Warren throwing him in with Wilder so early into his comeback was basically desperation, mostly on Warren's part and a bit of madness on Fury's. When a rope falls that you can climb from your pit you take it. June is the date we know of and Fury/AJ are both basically in light training camp right now....they aren't letting the ball drop. Not the kind of thing you see from fighters expecting a tune-up.
You are right but ever since the end of January he's been talking about his inactivity. Fury himself strikes me as a guy who plays chess with his career like Mayweather, which is why he doesn't fight top opponents back to back. Maybe he genuinely sees Aj as a tough opponent and wants to be at his best and wants a tune up, nothing wrong with that i guess. But it's just because he's been somewhat negative about the fight lately.
Sitting around and over thinking in these strange times is a big part of it. His MH will be playing havoc with his thinking process being in lockdown so long now. he's clearly been thinking negatively about his inactivity and over thinking things a lot with so much down time, it's pretty plain to see its this, he was more positive when he was ten stone over weight but didn't have the down time to dwell on stuff so much. And thats the trouble with MH.
