There is a difference between being an ATG and being the GOAT. Undisputed Heavyweight Champion who cleans out the division is definitely an ATG regardless of era. GOAT is a different criteria altogether.
I don't have a set formula for gauging the GOAT but I have one for evaluating greatness. And the fighter that excels in each of the category more than so his peers has a great claim for being considered the GOAT. 1) Tenure as Champion: Reign as Champion, Title Defenses, Championship Record. Did the fighter clean out the division? Did the fighter have to share the claim of champion with anyone? 2) Quality of Opposition: Overall Caliber of opponents beaten and who they were at the time of the victory; Number of Lineal Champs/Alpha Champs/Former Champs/Future Champs Beaten. Top 10 Ranked contenders beaten? Fighters who are considered greats or HOF bound fighters beaten? 3) Notable Losses/Omissions: Nature of losses (if applicable) and where there any blatant ducks or fights that should have come off but didn't? Circumstances around it to be considered. 4) Ability as a Fighter: The eye test, p4p rankings, Physical and Mental attributes. How well would this fighter fare in other eras? 5) Historical Significance: Any accolades or Records held? Contribution/Impact towards the sport? Evaluating fighters this way gives a fair shot across the board especially when comparing different eras.

This honestly won't be enough for either fighter. They both have the potential for entering the TOP 10 but this win (whoever gets it) isn't going to put either of them in.
