Dwight Muhammad Qawi technically fits the bill.

I was going to say Langford. I'm glad I read this first. You're absolutely correct. Qawi.

Qawi only had the one fight with Foreman at heavyweight. Doesn’t it really count?

Yeah, I'm only being technical here. Qawi was a poor excuse for a heavyweight.

Well, to include boxers who fought at least once as an official heavyweight delivers an (more) absolute value.

Status quo for short and famous heavyweights over 200 Ibs is:
    - Sam Langford. I know he fought in various weight classes, but boxrec lists him as a heavyweight. He also weighed over 200 Ibs several times, as I have now checked.
    - Dwight Muhammad Qawi as a boxer, who isn’t listed as a heavyweight.

Status quo for shortest heavyweights in general is (according to boxrec):
(as Bukkake pointed out in another Thread)
    - Ramiro Vidalas (5'4") as a heavyweight over 200 Ibs
    - Freddie Garcia (5'2") for all historical heavyweights.

Maybe someone can find even shorter ones.
Otherwise, feel free to add more. I think David Tua deserves to be mentioned as a modern heavyweight.
