Hard to say because a lot of guys with media backing like Canelo, the Charlos, AJ, all have quality to go with it. It feels like this is common but it's hard to name them. Broner and Chris Arreola come to mind. In a very small way it feels like Rolly Romero is getting more than he deserves right now.
Chisora has had a lot of opportunities that's for sure. He's lost 10 times now and is still getting matched up in big fights vs Parker next. I doubt there's another fighter with that many losses who's still operating at world level and getting major fights. So he's definitely being fed to the UK public again and again unlike other fighters. But the fact is he comes to fight, win or lose he is almost always entertaining and is willing to fight anyone and the fans respect that and that within the current high appetite for boxing in the UK has led to him being a decent draw. Put him in with a decent name and he'll draw a decent crowd and number of viewers on Sky, something that wouldn't probably happen outside of the current UK market and that's why he keeps getting these opportunities.
Why? No one could not mention Wlad because he had belts, multiple belts. Media can't ignore champ and not mention him. Vitali? He had WBC belt and multiple title defenses in row. Again, media can't ignore WBC World Champ. To add: Vitali NEVER WAS BORING TO WATCH. He always delivered and was one from most watchable HW boxers in history. DLH was very watchable when he was younger. Nice to watch boxer. Not boring.
Man remember when HBO was giving Andre Berto $2 million paydays while telling us he was the next big thing. Honestly who knows where he would be if his WBC/WBA unification fight with Shane Mosley had went through. I personally think Floyd /Haymon paid him millions to back out of the fight and claim the Haiti earthquake was hindering his training. Either way he was the #1 reason HBO ended doing business with Al Haymon. Berto was getting million plus dollar paydays to face overblown or faded Steve Forbes, Freddy Hernandez, Juan Urango and Carlos Quintana..

You have pointed out 3 boxers who had good promotion and HW's who do get more attention than other divisions. If your talking UK, how about Frank Buglioni and Nathan Cleverly. Yes, they delivered but they were hyped up to incredible levels before they'd even done anything. In fact, I'd argue it was impossible for them to ever quite live up to the hype, despite what they achieved.
