P4P is more of an essence than quantity, yes. It's not made of fairy dust though. Record + Performances. If Tyson Fury took on everyone, and looked good every time, you could make a case for #1. Too inactive though. His criticism is partly designed to rubbish the fact he's unlikely to be #1. Probably thinks the P4P 'crown' unfairly steals his thunder as boxing's absolute king.
But in the real world what would a boxer rather be : #1 heavyweight OR #1 "p4p" .... it's a no brainer. It's a silly concept. The idea of flyweights, welterweights, junior-bantamweights, super-middleweights and cruisers and heavies, etc. all competing on a "top 10" rankings ladder against each other is pure nonsense.
