I think Usman is an exceptional fighter. He has exceptional timing. Masvidal tried the knee he knock Askren out with, and Usman caught him in air for a takedown. I don't know if Usman is exceptionally powerful. McGregor may hit harder respective to weight divisions. Hell, McGregor might hit harder period.

McGregor has only scored one KO at welter though and most of his KO`s came against fighters much smaller than himself who would n`t have lasted v Usman as they were so small by comparison, even if Conor can punch harder than Usman, none of his punches have matched the right hand that smashed Jorge, Conor has only finished 3 fighters with one punch finishes.

It's always pure speculation as to who hits harder. I'm not aware of an accepted objective way to measure it. That was clearly a hard shot that took out Masvidal. Maybe just as importantly, it hit him right on the button and I don't think Masvidal saw it coming.
