As in consistently back Pac up at the entirety of the fight, nobody, but the most successful would be Margarito, but that's his fighting style and dude outweighed Pac by 16lbs I think.
War as in went toe to toe until the closing bell, Morales and JMM of course and someone else who's somewhat being missed here is Bradley (fights 2 and 3 at least).
Oh and Hatton too. Except he got KD multiple times and ultimately KOd too early because he tried to pick a war with Pac.

 

Although Marquez did, he was always waiting on Pac.

I remember Horn beating the crap out of Manny when they got close. It´s why I thought Horn won. He let his hands go and roughed up Manny in close quarters.

I think Bradley tried to brawl in one of the fights.

Morales was happy to go toe to toe. As was Barrera but he got overwhelmed(first fight).
David Diaz looked to impose his size.

Most were smart to box with him.

 

horn beat mannys ass, it was ugly but he was mauling him like it was a street fight. Morales 1 also roughed manny up. Cotto did alright until he got lifted off his feet with a uppercut, he didnt want any after that.

 

Spence is definitely a better fighter than Thurman.

As a fighter in a vacuum, yes I agree.
But versus Pac, hell no.
Pac's style is all wrong for Spence, unless Spence pulls a Floyd "why are you fighting scared?" move on Pac.

Had this been prime Pac, he'd pull off a Diaz version 2 on Spence.
Thurman's right and better angular movement in the ring is better suited to deal with Pac.

 

I'd say Marquez definitely...n not once but at least 3 times...can't say he took it to pac in the 3rd ...he just dicked him....

He kept true to his style of counter punching but the warrior came out when pac hurt him.... **** I love these guys....what a rivalry that was ... absolute legends

Not many had the bottle to go to war with Manny....just asking to get twatted... Morales n Marquez were just different animals n I think they would both admit it wasn't there wisest decision

 

He went too war with Jinkee when he got caught double dipping years ago and Jinkee won.
