Head to head wise he is dangerous because he is still a SUPER heavyweight that is athletic and has big fire power. So you would favour him against the smaller (ranked) guys.
I think these are two separate questions. 1) is AJ a top 25 heavyweight? 2) is he an ATG? For #1 I doubt most people can come up with more than 24 heavyweights who are definitively better. You might come up with a mass of names of the "depends on what you like" type who might have a better single win or a higher KO % or fought in a deeper division. But you'll be hard pressed to make a solid case for AJ being below top 25 just by virtue of collecting multiple titles and having a good number of defenses. And AJ's career isn't even over. For #2, what is the separator between great and ATG? The HW division is historically relatively shallow. Being top 25 might qualify you as great, but ATG should be more exclusive than top 25. I'm thinking top 10 is ATG, then 11-25 is HOF great, then 26-50 is borderline HOF great. Anything below that is too hard to really quantify because not a lot separates the good from the very good. At somewhere in the 20s, AJ could either break the top 20 or fall below the 25 cut off for me depending on how the rest of his career goes.
