If I was managing Foreman, then I would keep him well clear of Louis, unless Louis was the champion. If I was managing Louis, then I would be willing to risk a final eliminator against Foreman.
People don't understand that no fighter can win the fight against Louis because of his chin. Foreman was extremely durable, but it wouldn't help him if he got hit by Louis. Joe stopped some of the most durable HWs ever, Foreman wouldn't be able to just go straight on Louis and hope to outpunch him while relying on his chin. Foreman was skilled fighter, it's not out of possibility that he'd beat Louis but the arguments you use are flawed. You can't just go straight on Louis because you're more durable. Louis was better defensively and quicker, so he'd land more on Foreman than vice versa.
True, Louis would land more, but that doesn't matter since Foreman can take more. Foreman affords to receive two to three Louis punches in order to land one of his. If I had to bet, my money's on Foreman by KO in under 5 rounds.
Foreman would be very lucky, if he only had to take 2-3 from Louis, to land one of his own. The numbers would be worse than that for him!
He is as close to it as makes little difference. Foreman would have to take a five punch combination, just to get one good punch in!
I suppose everything is possible, but my gut feeling tells me Foreman would bulldoze through Louis like a hot knife through butter.
A fighter cannot punch with power while being pushed backwards every time they try to set their feet. This isn't just about whom can land the best punches, if it was, Louis probably wins, but folks are missing HOW they fought. And that's the key. Foreman's brute strength and how he used it . A beautiful example of this is Foreman's fight with J.Frazier . Every time Frazier tried to set his feet, Foreman would extend those massive arms, and Frazier had to re-set. Frazier's foot speed was better than Louis's, yet he couldn't pivot away from him. Frazier was probably physically stronger than Louis ( before the Louis fans have a heart attack, I didn't say he was a better fighter) Sometimes it isn't just about whom has the better skills, sometimes other factors are just as important. If not Marciano doesn't beat Walcott, Moore, or Charles, and probably not even that version of Louis he faced. Lomatta doesn't beat Robinson any time. Pryor doesn't beat Arguello twice, though it's debatable Arguello was much better skilled than Pryor. Sometimes how styles mesh and physicality is just as important. Louis's weaknesses play right into Foreman's strengths. More so than his weaknesses play into Louis.
You can't fight like that against Louis. Taking two or three punches to land one is a perfect way to get stopped by Louis. George would have to get out him quickly, or fight more conservative fight.
The problem with that is that Frazier fought much differently than Louis. Frazier always tried to pressure his opponent and that gave Foreman big advantage because of his physical strength. Louis had much longer reach than Frazier and had excellent jab. The fight wouldn't look close to how Frazier vs Foreman fight looked, because Louis wouldn't have to pressure Foreman all the time. He was much more versatile offensive fighter.

I'll assume Joe gets to know as much about George as George knows about Joe, i.e. Joe sees George's entire career, as well as his own. That makes the fight fair. Then he gets to choose sparring partners that fight in similar ways to George's style. And George gets the same benefits. Finally, they both get their primes to come into the ring with. I'll go with a modern 12 round fight, and pick Louis to win most times. It will be Joe's ability to box as well as punch that would be the winning formula here. In this case, videos do not tell the whole story. Sometimes you can watch recent videos of boxers, and then see them fight each other, and end up scratching your head and saying: "Where did THAT come from?" Styles would make that very thing happen here.
