Yes 100% it’s staggering how many world champions London has produced and excellent amateurs over the years. Even currently it’s thriving, something in the water down south.
Looking at the bare knuckle era, Bristol, Birmingham, and Ireland were definitely overproducing. Bristol was Britain's biggest port city, throughout the period when ships had to land by sail, for geographical reasons. This by extension made it a major center of privateering and piracy. When ships could move under their own power, a number of alternative ports sprung up, and Bristol started to decline. Birmingham is Britain's second biggest city today, but in the 18th century, it was a very minor city, much smaller than Norwich for example. By the late 19th century it was an industrial center, and one of the worst centers of gang violence, with Sheffield and Glasgow being its only peers in this regard. As for Ireland, its population shrank by 20%, during the potato famine of 1941-1851. Today Ireland is the richest country in Europe per capita, but it has a smaller population today, than it did then! That was always going to be a fertile ground for producing aspiring boxers! The most fertile ground for producing great boxers, if the field of human misery!
Not talking about developing them (with one exception), but in the ‘there must be something in the water’ sense the state of Alabama birthed: Joe Louis Evander Holyfield Earnie Shavers Deontay Wilder George Godfrey And that’s just the big men. Among the non-heavyewights born in Alabama: Petey Sarron, Frankie Randall, Tracy Harris Patterson. Not to mention Butterbean. Alabama just missed Larry Holmes by the happenstance of geography — Cuthbert, Ga., where he was born is right over the state line.

If you talk Philippines. It's Southern Philippines that produce world champion. Not much from the Capital Manila but that's where the boyz usually end up because opportunities for exposure and training is in Manila. But Southern Filipinos usually produce champions. Elore, Navarette, Pacquiao, Donaire, Casimero, Sultan, Penalosa, Ancajas, Bolo punch Garcia, Pancho Villa all hail from the South. Mindanao and Visayas!!
Argentina and Mexico have produced a lot of great champions, Japan, Panama, and England have also produced many great fighters. Cuba has but they are strictly amateurs as their political system prohibits professional sports, (Communism).
