    He looked like a beanpole at 212 so he probably would have struggled to get down to the 200 limit. Shavers is a much more probable candidate since he was a little fleshy even at 210.

    Shavers hit a lot harder than both IMO. One of the hardest CW punchers (by modern standards) I've seen.

    Shavers was over 200lb though. And yeah he probably did hit harder on his best punch

    So are most modern CWs on fight night. That's my point.

    While it’s been mentioned I definitely think Wilder could’ve made cruiserweight, I know he was a bean pole at 212 but he’s still fully hydrated at that weight and I doubt he was eating himself down, it was when he ate himself UP in the fury rematches where he looked worse. A cruiserweight Wilder would’ve taken people’s heads off, sheesh. Apart from the schooling Usyk would’ve given him he would’ve been a problem, definitely the hardest sub 215 puncher ever

    Tony Bellew punches hard and is definitely worthy of a place on the list.
