1.27 Interim Championship. Yeah about heart, desire and will... Fury fought Pianeta, Schwarz, Seferi and Wallin since 2018. Barely Top 60 fighters. In the same period, Whyte fought Povetkin , Chisora, Rivas and Parker. All top 10/15 guys easily. Discounting Wilder fights of course, I mean every tom dick and harry would fight the champ.
So going back to your original question, where did 45% come from. Yeah it came from the WBC regulations, and interim champ is entitled up to 45% under normal circumstances. Upto 50% under special circumstances. Seeing how accomplished Whyte has been in the WBC roster as compared to his peers like Fury who was gifted a title shot being outside of the Roster entirely (unranked), I'd say Whyte is eligible for the 45% FOR SURE. Oh, and in terms of PPV draw and popularity, yeah same answer... Whyte is fully eligible having sold more tickets and PPV sales than Fury.
