Him being 'washed' (which we don't know that he is; he could be, but we don't know) has nothing to do with being a legit 147 lber; his size is what makes him a legit 147 lber. Careful matchmaking is at work here I'll grant you with Barios moving up after a high-profile loss, but that's always been the case for a fighter coming off of a loss and a long time off.
