No doubt Pacquiao was an ATG, but I can think of numerous fighters from 122 lbs to 147 lbs that would beat him head to head. Winning titles in multiple weight classes does'nt even hold significant weight as far as factoring the greatness of the fighter nowdays. I would venture to guess that Jorge Arce would'nt even cut the top 200 fighters in history by boxing historian standards and yet he's won titles in 5 different weight classes. To many weight classes and the fact that since the advent of the day before official weigh-in, fighters can manipulate the scales and win titles in weight classes they otherwise would'nt be campaigning in. GOAT? I dont think Pacquiao even sniffs that status.
