It depends what you mean. Joe Louis was by far a more technically proficient puncher, but, in general, heavyweights suck.

    Most heavyweights would destroy Mayweather.

I don't know what "technically gifted" is even supposed to mean.

"Gifted" implies what you are born with, or naturally possess, "God given" some might say.

"Technical" implies things that are very much learned, practiced, taught, tested, specific to the art/craft/science.

Ali, Tyson. Possibly Patterson and Louis. But, I agree that most Heavyweights are less skilled than the lower weight classes.

Some have better technical offense ability and talent such as Louis or Tyson. But overall, approximately zero heavyweights are as gifted as Mayweather in the sweet science. It's not even close.

Technically Gifted ? Mayweather Jr at his best ( Jr.light/ light) no heavyweight in history was as talented as he was.
Welterweight and above? A few, he was very one dimensional at those weights. He was smart enough to pick his opponents that suited what he did best. Smoke and mirrors.
At welterweight and above I'd pick Ali, Holmes, Lewis, Louis, Holyfield, Tyson Liston , etc.

Most boxing historians have Ali as a top one or two heavyweight and a top five pound for pound fighter but I don't think many would say he was a great technical fighter. That being said he has some beautiful shoulder rolls in his fight with Jimmy Ellis. That's the fight where Harry Wiley was in his corner because Angelo Dundee was committed to Ellis. IMH0 Ali's shoulder rolls were more aesthetically pleasing than Mayweather's. Most fundamentally sound HW I have ever seen -Holmes.

Ali was probably the greater reflex fighter ever, even better than Roy Jones Jr who didn't have his footwork. He was also the greatest improvisational fighter. He was jazz. Mayweather is classical music . That being said watch his fight with Ellis. Ellis might not have been an ATG but he was very good. Ali is less than two meters away bouncing around with his hands down and Ellis could do nothing. Holmes was a good technical fighter. Patterson too but sometimes reflexes and improvisation trumps solid instruction.
