Henry Armstrong and Sandy Saddler are probably the most obvious.

Loma at 130 is a phenomenal boxer.

It was his best and most ideal weight class where his height and build is similar to most of his opponent where he can switch between infighting and outboxing style and stances. Unlike his current class, very few 130 lbs boxer have both the power and technical level to hurt him.

I'd say Loma would do great against the Mexican legends.

But he would have hard time with Pacquaio.

I think Pacquiao is the most winnable fight for Lomachenko of the 3. At 126 He was very one dimensional although still good. He just didn't have enough tricks in his bag at that stage of his career, I could see Lomachenko shutting him out during the second half of the fight.

Loma is one of the most gifted fighters to ever step into a ring, and he's not finished yet. No one touches him at 126. At 130 there are many close fights for him.

Sticking strictly at H2H at 130 and not talking P4P eliminates gents like Inoue and Pep, for that matter. He basically never fought seriously at 130. Also, I believe speed is the key factor if you want to mess with Lomachenko at 130.

Mayweather would beat Loma. He has both the hand and foot speed to not be bothered too much by the matrix and the power to land the more meaningful, decisive punches.

Throwing one dark horse name in the mix I will say Hector Camacho Sr. Although the Macho Man doesn't have the ring IQ of Lomachenko or Mayweather he was absolute lightning at 130. He was definitely quicker than Floyd.

He dropped every single opponent at 135. (except Lopez of course)

I think right now he is very hungry and will beat everyone at 130 and 135.

Lomachenko at 126 and 130 was a very good fighter, Loma at 135 is a decent fighter, but that’s it. I see nothing from his career that suggest he would be a top H2H monster that people make him out to be.

The likes of Manny, Floyd etc proved they can go up weight classes and beat much bigger guys, but when Loma fought his biggest opponents Teofimo and Salido, he lost handily.

His resume of wins has aged poorly as well, does he even have a signature win against a HOFer? Having an undersized and 2 weight classes smaller Rigo as your best win is indicative of how lacklustre his resume is.

When you compare how highly people regard Loma against past ATGs, compared to what Loma has actually achieved as a pro so far in his career, he may genuinely be the p4p most overrated boxer of all time.
