What do fighters have to do with popularity as a whole? That has nothing to do with who's more well liked.
Mayweather. With all things considered fairly Pac has the better resume, but Mayweather was obviously better. Pacquiao never even won a single unification fight, he drew or lost all of them. He has an amazing list of accomplishments but H2H he was never what his achievements suggested. Consider this, would he be a favorite at any division him and Inoue have both fought in? Would Donaire be a considerable threat to him at any division they both fought in? How about Loma? All serious ATGs have at the very least very good odds vs Pacquiao and many would be favorites. If you run the test vs Mayweather Crawford vs Mayweather at 135, 140? Josh Taylor vs Mayweather at 140? Haney vs Mayweather at 135? It's pretty clear who people will really consider better when it comes down to it. They just like Pac and hate Floyd.

I'm not gonna argue that he had losses. But the journey from where he came from to where he is now is so inspiring and amazing that there's no argument in my mind. Floyd's an amazing boxer, Manny is an amazing boxer. But if I had a gun to my head, I gotta go with Manny.
Pac might have the better "win without obvious mitigating circumstance" than Floyd, but Mayweather has the edge in terms of H2H, consistency and because he was able to exert dominance over two separate weight divisions that Pac was never able to replicate in quite the same way. Depending on how much stock you want to put into Pac's best wins, I could see a case for him rated a bit higher, but if you take some of his hardest losses into consideration, his floor is quite a bit lower than Floyd, I think. Right now, I personally have Floyd rated around number 20 or so all time, right around Pernell. Pac's trajectory is similar to someone like Jimmy McLarnin, and I think he slots in right there with him, maybe at 25 or so all time on my highly unofficial all time list.
Yup, especially Shawn Porter after saying he was rooting for Manny, was on the Epilogue trying to give Broner tips and cheering him on hard when he was getting blasted, i had a few of my posts deleted in another thread when i mentioned Shawn turning into major hater for Certain type's of fighters while claiming otherwise, For example after Ugas got the win over Pac Shawn was gloating & over emphasizing Uga's win & repeatedly saying he was more proud of Ugas & dismissing Manny's Ring rust or Age, because in truth most knew Shawn had lost his fight & had robbed Ugas so he then over hype's Ugas up during their whole commentary while giving Manny work rate really no attention (Which in turn makes his Victory Over Ugas even larger), could also be due to Manny barely acknowledging Shawn and never granting him a Match he so longley desired, no matter how many times Shawn tried Buddying up to him, Even Rick Ross who in the past supported Manny bigtime ( while we knew it was only because of his feud with 50 Cent and Floyd) then right away after sorting out his issues, he was back on being against him during the Floyd build-up and then with Broner, Sad but predictable with these sort of people.

I have always said if it comes to greatness Manny has a good shout due to longevity, fighting higher weights and his resume/risk taking But Floyd also has a hell of a record and he was much more dominant over his career There maybe some doubts over greatest, but there is no doubt who was the best Floyd is better than Manny 100% and he proved it
Floyd was more technically sound but Pac was more of a force of nature. Overall boxing ability including physical and technical Pac is better and accomplished more. Head to head Floyd had a size advantage so the comparison is worthless in a p4p sense.
