I do believe he is the best of the current heavyweights. Size, movement, ring IQ, ability to adapt, and recovery are all strengths he possesses. I don't know where he would rank on an all-time list.
He’s a very good fighter in that he’s beaten top guys, I don’t think he can do it regularly tho. He doesn’t possess the discipline and mental toughness to do it 3 times a year and you don’t have to these days so fair enough. Personally tho I think if you’re a champion you should be defending it regularly to preserve its integrity, whatever integrity is left that is.
That all sounds impressive but Wladimir Klitschko only threw 6 power punches in 6 rounds, that's a pathetic output and I've seen better sparring sessions.
I have a feeling that Fury's resume will age like milk. It really all hinges on beating Wilder. Wilder is a dangerous puncher to be sure but everybody knows that Deontay's resume is stuffed with breadcrumbs. If Wilder carries on fighting I expect him to get whooped by lesser fighters and that win will devalue fast. Looks like Fury is never going to fight AJ and Usyk.

According to Compubox Wlad threw 69 power punches over 12 rounds. He also threw plenty of power punches against AJ 17 months later coming off an extended layoff, with 2.5 times as many landing over a fight that didn't make 11 rounds. The elusiveness of the opponent is a massive factor in how much you can safely throw and land. Fury was rarely in position to be hit and throwing punches at thin air risks gassing out, being hit with counters and incurring injury.
It's interesting that the PED saga only reared its head when Fury was viewed as public enemy No.1 by the establishment for comments he made about LGBT, Zionism and gender relations. Whereas AJ's highly controversial, politically charged comments were completely swept under the rug. I don't expect drug testing agencies (which accepted Fury's explanation for the elevated levels of nandrolone in 2015) to be any more impartial than the government or the media. Mega overrated He has only beat one top guy in his entire career in a nothing fight and in his own words 'an old man near 40' I have overrated him a lot, but he is really a fraud. Still a good boxer, but not close to the Atg champions
overrated/underrated...who gives a **** about those labels. Fact of the matter is, Fury has a very thin resume. Especially for how crappy the HW division is.

The fact you mention Chisora tells you how threadbare his resume is. He’s a good fighter but the division is so poor it’s hard to know how good he actually is.
