Wow, this thread took a fast downturn and it still makes more sense than the question.

If Inoue was a natural 147 pounder then his current power would be nothing special at the weight class and people like Crawford would blast him out. It's not like if Inoue weighs 147 all of a sudden we get to upgrade all his skills and features to that weight because that is a pound for pound question. In your scenario he would just be a 147 pound fighter with the power of a top quality bantamweight

By the way, Inoue is the P4P best fighter in the world but the answer is he gets destroyed by both Spence and Crawford.
