If you want to put your hips into a hook and not blow your knee out, I suggest you turn your lead foot.
Maybe they turn less sometimes, depending on the position and the speed and power you give to the hook, but again: the only proper way of doing it is by rotating the leg. Yeah, you can do some kind of short and fast hook with no power by taking the foot slightly off the ground and rotate to what's possible for the leg, but that's it.

No it won't. You'll either have no power because the hips aren't involved or your foot will be planted and you'll potentially blow your knee out. It should always be in your head that you lift your heel and turn your leg when you throw a hook. Who said they do?
