Well i'm of the younger generation so my list won't be that great compared to the older gentleman here but i'll start us off.

    Cornelius Bundrage
    Charles Martin
    Caleb Truax
    Gavin Rees

Not bad fighters but not really fighters who i consider world champion material.

    Sticking to lineal:

Shannon Briggs (won by controversial decision over ancient George Foreman).
Julio Cesar Gonzalez (won from a faded Dariusz).
Miguel Cotto (a fine fighter below 160 but picked up the MW title against a busted Martinez).
Sonny Boy Jarro (journeyman who picked up the world title in the greatest shock of my liftetime against a legendary champion).

Cotto at MW is a good shout.

Again sticking to lineal, this time post 1982:

The version of Buster Douglas that defended vs Holyfield was relatively poor for a lineal champ
    Alfonso Ratliff
    Bernard Benton
    In Chul Baek
    Steve Little (for a SMW)

Terry Norris had the distinction to losing to 2 of the worst/ordinary champs in Luis Santana (Norris got DQ'd twice - Santana crowned laying on his back, metaphorically speaking) and to Keith Mullings. Also, another I always shake my head at was Tsuyoshi Hamada at 140. Was one of the most awkward fighters I've seen. Won in a robbery over Ronnie Shields in defense of the title that he won and lost to Rene Arredondo.

    Carlos Maussa.

Can't think of another one that had me laughing and scratching my head quite like Maussa.

William Guthrie. Never beat any contender of note, won a vacant title off of Darrin Allen (who?) And promptly was KOd on HBO by Reggie Johnson.

A bunch of early IBF champions. When the IBF started, they recognized the undisputed champs (ex. Hagler, M. Spinks, Curry), and the then-uncrowned champs (Holmes who;d been stripped, Pryor who'd relinquished during a brief retirement), but for some of the other weight classes, mostly the lower ones, they were really reaching.
