I think the reason why Judah may be so light is because he's been training longer because of when he had the scheduled fight with Mosley so when that got cancelled and Clottey was named as his opponent he just continued his training regime and came in 4 pounds under the limit.

 

If he can make 143 that easy then he should just move down to 140
