No. Dereck Chisora does NOT beat Joe Louis. And I doubt he loses to those other guys either but even if he did he’s still a MUCH better fighter.
Louis wins. If the topic is set because of Chisora's size and weight; he would pass the same as Carnera and Mas Baer. Or the same as against Haye, if we're going to look at Chisora's lighter contemporaries. I would even say David Haye Vs. Joe Louis was more interesting.
I think we all know the deal with Chisora. He is brave, and can make anybody look bad, but he loses to the best.
Let's see, a ferocious boxer-puncher who seamlessly blended power with speed, had incredible accuracy, some of the most polished technique in the division's history, could thow 4, 5, 6+ combinations, had incredible balance and weight shifting and was a superb finisher when he had his guy hurt. Vs A courageous, durable, pressure fighter who was often plodding, clumsy, slow, chunky, had very mediocre power, low ring IQ, mediocre technique, terrible defense, and was as wide open as a hooker's legs in the hotel room of a US senator. Chisora would have a somewhat competitive 1st round exchanging with Louis and getting a few kicks in. Round 2 Chisora has his moments but the difference in skill and speed become very apparent. He'd have a black eye in the 3rd. He'd be breathing out of his mouth from exhaustion in the 6th from all the punishment to the body, nose, temple and other vulnerable areas. By the 9th, Louis is basically enjoying target practice making Chisora's head bounce around like a ping pong ball as sweat flies into the first row and Chisora sinks to the canvas bewildered by the sheer volume of sharp stinging combinations to his jaw. The ref stops it despite Chisora protesting to save face while resembling the victim of a downtown mugging. The fight may resemble the Frazier vs Chuvalo and Haye vs Chisora bouts.

I don't think the fact that it's 1940 vs. 2020 matters much personally, in fact athletes from the 40s would only benefit from modern technology. When comparing eras, it's important to acknowledge the fact that past eras didn't have access to what modern athletes have. Jesse Owens had to run on a track that is only used for horseracing nowadays, that's how poor his conditions were. With modern conditions, he would excel
Also what has Vitali done to prove he's better H2H than Louis? Tony Galento scoring a knockdown before proceeding to get clapped the very next round isn't the equivalent of going 'life and death'. Vitali has beaten nobody to deserve being called a better H2H fighter, he literally went life and death with a 90 year old Lewis and lost
Yeah the likes of Ezzard Charles and Sugar Ray Robinson would be slaughtered by the likes of Crawford, Bivlo and co. Pep and Armstrong would marvel at the skills of guys like Luis Alberto Lopez.
