While he perhaps wasn't as active/high volume as some of the other names mentioned, James Toney was a lethal counter-puncher.
You perfectly described Juan Manuel Marquez as he was mostly backing away throughout the fight while occasionally jabbing, low punch count who fought as a prey but rarely the predator & then appeared shocked at why he didn't win the decision, If only he went ahead & unloaded more he would have had more success in spots but that might of left him in more of a vulnerable state, either way he could have been more destructive because when he unload his combinations it was lethal at times, a shame really.
