When you are tested the tests are taken and sealed straight away, for the tests to be swapped you are counting on a tester being corrupt which is extremely unlikely. However in this case I can see your point. What's interesting in this is that of it is clomiphene then its either Eddie's worst nightmare or its his dream scenario depending on how he plays it.
I don't really see the issue with using Clomid as a testosterone booster tbh. You'll never raise your test levels outside of the normal range due to the negative feedback loop; and, if you have low testosterone to start with, your raised levels when taking Clomid might not be as a high as your opponent who could have naturally very high testosterone. Increasing your testosterone to a level still within the normal range will not have a profound impact on strength, power, muscle mass, endurance and the like. It will be very minimal at best. It's not going to turn you into a killer knockout artist not do anything for your skill, heart, chin etc. Of course, as a masking agent it is not a good thing at all.
I think the main reason it is banned is because its an indication of further usage. When coming off a cycle you need something to level up your testosterone.
