Assuming we are talking boxers whose entire career has been in the last 30 years, I.e. debut most have been no earlier than 1993, it is surely either Mayweather or Pacquiao.

Either Floyd Mayweather or Roy Jones Jr for me, it's a pick'em between those two. The best of Jones' career transpired from 1993 and onwards, so I think it's fair to include him. Pacquiao would have a superior career to Floyd if we were to exclude their fight, but it isn't to the point where I can ignore it, it's much more similar to a Charles-Moore case than an Ali-Norton case, so I have to put Floyd ahead of him.

If we were to include a fighter whose career was still unfolding but had a good amount of it prior to 1993, then Roberto Duran . Just kidding, that's way too overboard, my true answer is Pernell Whitaker.

    I'd have it:

    #1. Jones
    #2. Mayweather
    #3. Pacquiao
    #4. Hopkins
    #5. Trinidad

That looks about right to me, with Chavez, Whitaker, Holyfield all falling into that area where the majority of their legacy was carved pre 1992.

The Trinidad pick surprised me at first but the more I thought about it, all of the boxers I would have above Trinidad off the top of my head had some of their major wins before 1993.
