I think most rational people would rate his power as incredible. Those that don't, would be underrating him.
It might be underrated, I don't disagree with you, but if you took some mediocre punchers and gave them Roy's speed, there's something to be said for the likelihood that this alone would bump up their KO's. Don't get me wrong, Roy could hit, but some of this might be the fact that he was hitting people who might as well have been blind, due to the speed of the punch, often times. And, also, Roy knew how to use his speed in ways that some really fast fighters don't, so there's a quick-thinking and ring IQ element there, that he's thinking at the drop of a hat to throw certain punches at certain times. One of these punches, I think he threw at like 10:41 PM. I mean, who does that?
His power was only underrated because his hand speed and sick combinations outshined every other aspect.
Not by me I think he has one of the best speed/power combo in history. I don't think it's out of the question rating him as a top 10 puncher at Middleweight/Super Middleweight.
Roy stopped fighters who held up against other big punchers of his era. Speed generates power and Roy's speed was insane at times. The underrating of his power is stylistic. After visiting G-Man, he wasn't as devastating in his punching and seemed to lose that killer mentality, fighting more conservatively and resorting more to going through the motions in the ring. If Roy fought like Iron Mike, he'd be mentioned in the same breath as a devastating puncher - he didn't so many forget how he could literally stop a fighter in his tracks with one leaping hook.
