I'm going with Sugar Ray Robinson. The one he hit Fullmer with was just about the best punch ever thrown, and the set up was perfect. Two right handed shots to establish a pattern and make Fullmer open up by throwing his own right hand, and then a subtle feint followed by the nastiest hook ever. Fullmer was one of the toughest Middleweights to ever draw breath, and only ever heard the count of 10 once in his life, that being against Robinson. Not to mention the way he would double and triple it almost effortlessly, Frazier's singular hooks were absolute hammers, but he couldn't do it like Robinson did. Joe Louis is an honourable 2nd/3rd along with Frazier though. Watch him against Nathan Mann, his left elbow is still in a defensive position when he throws the first left hook, which travels mere inches and is perfectly disguised, almost impossible to detect, yet still unbelievably dynamic and powerful. I'm going with Tito for most devastating. Frazier obviously had a great left hook but he wore guys down and took them out. Tito's hook simply decapitated dudes.

My original answer was going to be Gigi Rice's character on the John Larroquette Show of the mid-1990s. However, she is not one of the options so I'm going with Joe Frazier. What I liked about Joe's left hook is that it seemed like he was intent on decapacitating his opponent with every hook he threw.
I’m just repeating smarter people here, but I think it’s because he loaded it up on the front foot, he said so in his book. He pretty much couldn’t throw it any other way from that spot and so it had that big vicious arc.
