Tour de France riders have also been known to drop liquid cocaine into their eyeballs lol, they take ridiculously interesting cocktails of everything under the kitchen sink. They do take steroids and HGH though you're correct, though I assumed that was more for muscular recovery than muscular endurance.
That's funny, I read this same article before replying to you. It said that they help but doesn't go into detail at all, nor did anything else I found. Endurance athletes take steroids yes but steroids are the least important PED they take for their endurance. They wouldn't do blood transfusions and take EPO if they thought steroids were sufficient. Whatevs though, I'll take your word for it.
I don't blame Joe for taking a few gimmes - although two in two years was putting the title on hold. But, yes, he'd earned the right to take his foot off the pedal. But, if you're going to go around criticising people for being complacent when they were champions, then it looks bad when you spent a large chunk of time as champion paying more attention to being a singer and having a good drink then rocking up to a defence of your title with the beginnings of a pair of manboobs and a soft belly.
