He would have been if he did fight Pacquiao when it mattered and if he did fight GGG and won. And I do think he would have won a fight against GGG. But he didn’t. So it don’t count. People will say that sounds crazy but you got to do some crazy stuff to be considered TBE considering who came before him.
He beat the most world champions because there are 4+ champions in every weight class now. That stat really doesnt mean much at all. Floyd barely got by an over the hill DLH and I think would lose versus prime DLH. Floyd lost to JLC in 1st fight and arguably lost to Maidana in 1st fight. Floyd an ATG and a shoe-in for Top 25 EVER. Floyd is not the best ever though lol Floyd loses to a dozen or so WW in history but that doesnt change his place as a Top 25 EVER.
You've already posted this in classic a while ago, but I guess I'll answer the same way I did back then. It's ironic how Floyd complains about the sport having too many champions today, and then goes ahead and calls himself TBE due to his record against said ''champions''. Compubox didn't even exist until 1985, it's a neophyte compared to the history of the sport, and besides, it doesn't mean anything in the grand scheme of things. What about wins against Hall of Famers ? What about wins against ranked fighters ? What about wins against lineal and undisputed Champions ? What about how good the particular guys he fought were in ATG standards ? There are several fighters that have him beat in these departments. Some fighters have him beat in all of them.
I do think Floyd is one of the best ever, but I also think he lost to ODLH and Maidana 1. Great athlete but I felt he left a little to desire.
What other fighter in history has been held to the level that Floyd is held to? He started at 130 and at his biggest got in the ring around 150, but because he didnt beat GGG at 160, he somehow is a mark against him. Also, considering that Pacquiao was beating top level guys at 147 years after Floyd beat him, I think that win counts just fine.

He was coming off winning every second against an unbeaten Algieri who he dropped about 6 times, before that he had wins over Bradley and Rios. Pacman wasn't at his peak. He probably wasn't at his peak in that fight even in that small period of 2014-2016.
